There had to be a better solution to this problem than the one that was taken. Lock her up, she will fall asleep eventually. Did they need to tase her and take her to a youth shelter? I could understand if she was a threat to anyone but it sure doesn't sound like she was. And whatever problem was causing her to act like that probably just got a thousand times worse.
Perhaps I will understand after I become a parent of a 10 year old...but probably not...I could never imagine doing that to someone I loved so much.
